答案是D，但是从哪里看出“per thousand ”此含义的呢？ 寻求思路？不胜感激

国内375，000  ，海外408，000  ，可是没有基数，即总量的话很难判断，只有平均数能判断。遇到这种比较绝对数字的题，第一就要考虑平均数。
