题目中：the United States government’s policy towards providing wage supplements 这个政策正是文中analysts强烈建议的。所以应该是goverment接受了analysts的强烈建议而修改后的政策。所以我认为是C。

看到了楼主的信息，刚好在研究阅读，说说我的观点：

这句话里，1.我认为supplements是提干定位词，所以应该定位在这个地方，题目是细节题；

                2. challenge...和 urge....这两个词，都表明这个supplements 是being proposed 而非完成的动作。

                3. 正确答案的说法有点怪....appropriate source, 不那么容易马上明白,我看了几遍，这里应该是指政府认为family income主要来自个人收入，这是相对政府补贴而言的。

                4. 不要纠缠于single parents 和parents, 后者有父亲们，母亲们的意思，而非仅仅是父母
