可以这么理解:原文是要证明unecessary surgical procedures导致了variation,而variation还有可能会由其他原因导致,比如地理原因等等。如果排除了其他原因会导致variation,就能证明是unecessary surgical procedures导致了variation。而B选项讲的正是这个。
