refine 作提炼,挑选理解  这样的话narrow 还是可以表达这个意思的  不能够完全按中文的意思去翻译E的词啊  

the local workforce 和 optimal workforce populations

前者强调在workforce 后者强调在population 属于明显的概念偷换了
