问题是：上面的情况就不会出现除非以下的哪个是真的？

C的意思是，当law maker制定税率以保证能收到一定的税收收入的时候，他们没有足够地预留因为逃税而可能产生的税收收入损失。

意思就是，假如，整个社会的taxable income是1000，而law makers需要保证有100的税收收入，但是，同时他们也会考虑到有人会逃税，所以，他们制定的税率会是12%或13%（for example），所以，就算有人逃税而令到税收收入减少2％或3％，他们依然能收到100的tax，于是就不会出现原文所说的恶性循环了。所以，如果law makers没有make这种allowance，那么那个恶性循环就会出现。

楼上的分析让我明白清楚些了,正好想到OG上另一个题目就增加警察人数的,警察人数增加到一定程度起威慑作用犯罪率就低了,从而不用多余的司法机关也不要付增加他们的费用了.(都是达到 ....level).
