原文的argument是：

因为：

当100个没有用过可卡因的人去测试cocaine use，平均来说，测试会显示其中的5个人有使用可卡因
当100个有使用过可卡因的人去测试cocaine use，平均来说，测试会显示其中的99个人有使用可卡因

所以：

当一群随即抽选的人去测试cocaine use的时候，绝大多数测试出positive的人，都的确曾经使用过可卡因。

但是原文的argument没有考虑人口用使用过可卡因和没有用过可卡因的人的比例，因为这个比例会直接影响“a randomly chosen group of people”里面两类人的构成

例如，如果整个人口中，99％的人都没有使用可卡因，只有1％的人用过，假使随即抽取了n个人来测试，那么这n个人里面，99%*n是没有使用过可卡因，而有99%*n*5%的人会被测试出positive，也就是4.95%*n个人会被test positive；而在这n个人里面，1％*n的使用过可卡因的，所以会有1%*n*99%的人会被测出positive，也就是0.99%*n个人test positive，显然，the vast majority of those who test positive will be people who have NOT used cocaine

但是如果整个人口中，99％的人都使用过cocaine，只有1％的人没有用过，那么原文的结论的确是对的
