我的理解是　油产量和天然气产量的增加导致heating 的总产能增加　如果S国的能源消耗增加的比例没有国内heating产能增加量大的话　就不用进口原料了

问题的关键是reliance on foreign sources for fuel ,所以并不一定要和gas相关,只要和fuel相关就可以了

换个角度，从需求和供给的角度考虑
