19是math题：
设82年low－paying的number为A, high－paying  B, 总worker的number X。
95年low－paying的增加数量K, high－paying增加 L, K>L 总worker的增加为M 。
82年low的share:   A/X             high的share ： B/X
95年low的share: （A+K）/（X+M）       high的share：     （B+L）/（X+M）
分母同时增加相同的数，分子前者增加的比后者多，而前者的值没有增加，后者增加了，可以得出A>B.

I was wrong at the first point. But later i understood. The process is as follows:

                                  1982     ------>>>>>                1995

Low-paying service         70,Greatest increase in NO.(say,30)   but share doen't increase

High-paying service         30, Lower increase in NO. (say, 20)   but share increase

(70+30)/(70+30+30+20)= 2/3 >7/10

其实20题不用这么解释出来的。

题目中：all disputes must  be settled by binding arbitration-----strikes should be outlawed only for public-sector workers

C 项： Binding arbitration (BA)tends to be more advantageous for public-service workers and BA only available means of settling labor disputes with such workers.

根据题目就可以直接找到答案了。注意： dispute =strikes 架桥

我很疑惑…依据题目的意思可得知: 虽然binding arbitration对政府不利，但是因为public-sector worker的工作很重要，所以应该outlaw strikes for public-sector worker，也就是public-sector worker可获得binding arbitration。但是哪里可以推出答案C中的Binding arbitration is more advantageous for public-service worker以及it is the only available means 呢???

而答案B中”Where strikes by all categories of pubic-sector workers are outlawed, no acceptable substitutes for the services provided by any of those workers are available.”看请来像是题目的重述，为什么不对呢??请帮忙解惑一下，谢谢!!
