A.        文中第一句the fatal airplane crash last August已经客观存在，说明飞机旅行并非相当安全。与文中事实相反。

B.         用于识别和报告机械故障问题的更加严格的新规定已经生效，这才是the fact that reports of airplane mechanical problems have increased in frequency by 50 percent since last August的真正原因。而B选项Mechanical problems in airplanes是它因，削弱结论。

C.         正确。“Mechanical problems in airplanes have increased by 50 percent since last August”是用他因来削弱结论，加上NOT，则是排除他因的假设。

D.        诉诸于航空公司的主观意愿，与过去相比较，都跟现在的情况无关。

看过解释后仍不太理解，作者认为新法生效
        是故障报告率增加50%的原因。我觉得如果题目问推论或者暗示，肯定是选C,但Assumption,是不是D更合适，

新法前，人们不愿意报告故障，而有了新法，人们不得不报告故障，所以报告数增加。而飞机实际发生故障率的增长是大于还是小于50%并不能推出报告率的增加是新法实施导致的。

不知大家有什么看法？但愿不是因为琢磨了一天的逻辑，自己把自己给绕进去了吧！

个人观点仅供参考哦。。

题目说了是新的标准account for事故报告的增加，这与人想不想报我觉得是没什么太大的关系的，新法前人们报的少是因为标准比较低，新法后的很多情况都不能被界定为事故。

  其次，加NOT一看就知道C对的，因为如果事故（指新法前的标准的）上升了50% ，那么题目中新法account for事故报告增加就不一定成立了。因为其他的原因导致这种上升５０％的情况，可能并不是标准变化哦

多谢Snooopy哦，我对排除它因的方法总是掌握不好，所以还是用一般的假设和推理。比如读本题的时候，我也是觉得新发前人们报得少是因为标准低，很多小毛小病的不成其为事故，所以不用报告。而新法严格了，很多原来不需要报的也得报了，所以报告事故多了，其实并不是真的事故（以毛病本身而言）增加了多少。

不过现在我能理解D为什么不对了，即使按照我的思路，无论新法旧法，人们都是根据标准报告，而与reluctant与否无关，这也提醒我自己逻辑中看到感情色彩的词得特别小心。

而如果没有C的话，也就是事故本身增加超过50%，那么新法的作用就不得而知了。
