看过解释后仍不太理解,作者认为新法生效 是故障报告率增加50%的原因。我觉得如果题目问推论或者暗示,肯定是选C,但Assumption,是不是D更合适, 新法前,人们不愿意报告故障,而有了新法,人们不得不报告故障,所以报告数增加。而飞机实际发生故障率的增长是大于还是小于50%并不能推出报告率的增加是新法实施导致的。
