需要两个条件才能让embargo有效,1)国际社会一致认同 2)有效封锁该国.

第二个条件可以做到, 但是做到得同时, 会让国际社会对embargo出现不一致得态度, 问支持啥:

所以支持embargo可能不能有效得实施.
