c. ‘平均工资高的工作需要大学学历不是因为很缺乏有大学学历的Kravonian工人。

如果你把D反过来的话, 'The average salary in Kravonia for jobs that do not require a college degree will increase over the next four years', you can still conclude that average salary will increase over the next four years. However, if you negate C, 'The higher average salary for jobs requiring a college degree is due largely to a scarcity among the Kravonian workforce of people with a college degree', you can't conclude that average salary will increase. The reason is if the higher average salary for jobs requiring a college degree is due largely to a scarcity among the Kravonian workforce of people with a college degree, when the number of people with college degree increases, the average salary for jobs require a college degree will decrease.

Negation works very well with assumption type problems. Hope this helps.
