尝试给这题下个结论吧:

less在这里做a smaller amount解(Longman)。less of指a smaller amount of，后可跟可数亦可跟不可数。没有fewer of的用法。

如果去掉of，则little/less修饰不可数，few/fewer修饰可数，后直接跟名词。但less也可修饰可数的时间，数量，或距离。no less than, or less也可用于可数。

fewer一般只用于修饰人。

这道题主要考点在than，vehicles than those,最好than 后面加do。另，这里的less不是指pollutants,是指p的量。

这道题是语法大全上的164题，我选择的时候也很犹豫，less 确实用于修饰不可数名词的，但是E中those buring表达更准确呀。

谢谢大家回复，虽然结论仍然不明确，但是几个语法点还是被大家证实了一下，我觉得这比非要得出个是非黑白更有价值：）
