1. The school has made a request for the recommenders to answer three questions with clear guidelines on the word limit, not to write a letter with unlimited length. 2. If the recommender(s) decided to write a letter instead of what was requested, it's the applicant's responsibility to check with the school and see what they prefer, in terms of length and content. 3. It's the applicant's responsibility to select recommenders who can help the admissions office to better understand the applicant, help the recommenders through the process, and ensure all the requirements are met. Failure to do any part of that is a reflection of the abilities of the applicant. If the school is generous enough to accommodate what was submitted, despite clear guidelines, the applicant should be grateful, not to accuse the school of not publishing requirements for every possible alternatives to what was requested.
