题干讲，控制effluents，whether or not specific environmental damage could be attributed to a particular source of effluent。无论effluents是否引起了某种环境破坏

 

问题是in order to avoid excessively restrictive controls, what should be showen ...为了不过分的控制，那只有区分控制对环境有破坏的effluents，B讲控制的substance 是应该能够影响环境的物质。符合

试着解答一下，我本来也选了D，但是后来想想B是对的。

原文提议要total banned on effluents whether 他们是否造成了某种damage，但是又不能有不必要的controls，问怎么解决？

(B) any substance to be made subject to controls can actually cause environmental damage  以是否ACTUALLY造成污染为标准

(D) all of any given pollutant that is to be controlled actually reaches the North Sea at present 标准被narrowed，不能以现在是否到达了North Sea为标准，缩小了enviornmental damage的范围

我不是很明白啊，我选了D。在B和D之间纠结了好久，一直不知道选什么，后来看到这句whether or not specific environmental damage could be attributed to a particular source of effluent.所以就选了D。
我是这样认为的，如果污染物质到不了北海，那你还要restrict它的排放就没必要了啊，也就是excessive restriction了啊，当然应该avoid.
反观B，如果这个污染物质都到不了北海，那你保护北海的会议要控制它干么呢？
讨论讨论，大家都是老前辈，我是个求知的菜鸟。
