我记得是说非法捕捞导致鱼类不再生所以下降，所以他们实际上没捕到那么多……
记得选项是A，但似乎描述不同。仅供参考。

我觉得选E吧，A提出的expensive和population和原文好像不相关……
如果说原题的意思是非法的填补了合法的空缺，总量前后一致的话，又因为合法的个体捕鱼活动没有减少，所以就是因为合法捕鱼船减少了。
也是有点模糊，不知道对不对，大家一起来讨论下吧：）
