答案是A,前面的意思理解了，但A还是不明白什么意思，能不能讲得清梦点？

后面说如果政策一致的话，则。。。there would be no ...
反正转来转去就是要你找（加上there would be no）和前面半句一致的选项。
A是说no tax relief for income whice increases savings

可以将if it.... there would be no解为问“it is clear that Grootland’s tax system does not consistently favor borrowing over saving”的weaken,自然就是作出的鼓励存而不鼓励借的行为了。
