那么要避免这样的情况就是，列入控制的名单的物质，必须是的的确确的会污染环境。所以是B

将来所有受控制的物质都会到达北海，但是没有解决一个问题：有没有冤大头，如果没有污染环境而被误认为是污染环境的物质收到了控制

请问一下你知道D错在哪儿么？
我是这样认为的，如果污染物质到不了北海，那你还要restrict它的排放就没必要了啊，也就是一个excessive restriction了啊，当然应该avoid.
反观B，如果这个污染物质都到不了北海，那你保护北海的会议要控制它干么呢？
求点拨。
