Kernland imposes a high tariff on the export of unprocessed cashew nuts in order to ensure that the nuts are sold to domestic processing plants. 想了半天也没想明白，是不是我理解出问题了？

为确保CN卖给本国加工厂，K对未加工CN的出口加了豁高的关税。如果关税抬高，并且未加工CN卖到国际市场价，那么更多的农民能从中牟利。然而由于所有加工厂都在市里，取消关税就会阻碍政府目的降低城市失业率的进程未来X年。

我理解最后一句说：关税取消，失业率提高。那削弱就说失业率并不提高不就行么？

CN 卖给本国，相当于确保本国家工业就业率，提高关税是为了不出口，由于不出口那就卖国内，结果还卖国际市场价，利润固然大，当取消关税又会出口，导致加工业失业率提高

只要说明不出口或者，出口也不影响加工业就行了

A说副产品加工没关系 ，排除

B其他国没关系，排除

C种CN的比加工的人多，不能说明失业率问题，排除

D成品价格没关，排除

E庄稼利润低越来越多的农民涌入城市，不知所云

是因为说因为城市繁荣，利润高，所以农民都来了，暗示着说K不但足够解决城市就业率，还能解决农村就业问题，所以失业率并没有提高。

是这么理解么，总觉得说服不了自己。。。
