先看C为什么不对，文中说"For example...labor..."意思很清楚，就是optimal workforce仅仅是个example，实际上文中强调的还是desirable location，而optimal workforce仅仅只是desirable location的一部分而已，而C却以小推大；另外，即便optimal workforce成立，那些也不应该是have access to的，而是用qulitative的方法选出来的（原文最后一句），所以C必错。

D没有问题，某种程度上就是原文最后一句的改写~
