怎么够让那些idle的都去停呢?

答案C: 因为这些在市内的tour bus只有1/4的时间在载运旅客游览景点，

所以可以证明只提供1/3的数量的停车位是足以因应那些正在景点idle等旅客的bus停车之用的。

难道不是：游客增加了车的使用量，题目中的plan是减少用车量。难道不是增强么？

Tour buses typically spend less than one-quarter of the time they are in Palitito ......，这就是说现在100%的时间都是在开车是事实上are transporting，而正常（typically）要少花四分之一的时间比现在。所以容纳三分之一的停车场造好了以后就可以把idle的情况基本解决（满足结论的句子from the buses' exhaust will diminish significantly）

每辆车子有3/4时间IDLE,也就是说在同个时间应该有3/4的车子在IDLE,但是够容纳PARKING的只有1/3总数,所以怎么能SIGNIFICANTLY解决这个PARKING问题呢?
