关键是effective 一词,( any such laws would obviously be more effective in preventing collisions in those countries)

countries farther from the equator

而US 相比与那些国家应该是less from the equator  并且由原文最后一句 in fact ~~~  不难得出

如果US也采用 such laws 那肯定是那些farther from the equator 的国家来得有效

也就E的意思了  do less to ~~~~    约等于 less effective

我原本的疑惑是E的结论前提是the continental United States有use of headlights law，但是在句子最后一句话真看不出the continental United States有the use of headlights during daylight hours 的law。

因为前面提到more effective ，所以得出E的结论Daytime headlight laws would probably do less to prevent automobile collisions 。 非常感谢：－）

美国没有这种 law   (最后一句说明了这点 the only countries that~~~)

注意E项中的 would   虚拟语气啊  是如果美国采用这种law的话  肯定相比与那些国家要less effective
