Well, for this question, you have to consider the possibility that an owner of RDS radio lived in an area in which there is no RDS signals from RDS radio station in 1994.  Therefore he would not be able to receive the RDS special program.  Then in 1996, a new RDS radio station was built next to his house and he became a NEW listener to the RDS special program.  If that was the case, the construction of new RDS radio stations INCREASED the number of people who received the special program information.
