C中的previously不对,previously required.

instead of, compared to 都不太好，instead of好一点

个人感觉:

compared to...这个插入将toward...与前句隔得太远,非常不顺畅.如果是:

......to contribute $330 a
            year toward the cost of higher education, compared to the previously $7 per year.

就可以.

介词+which后面必须是完整的句子

b选项中，previously是副词，不可以修饰名词啦

而且compare to是“比喻”的意思，compare with 是“比较”的意思。不过即使改成compare with也不好，貌似gmat还没有这么用的正确答案呃
