compared to...这个插入将toward...与前句隔得太远,非常不顺畅.如果是:

for which正確地以非限定修飾所有的"higher education" was paid $7 per year.請指教！

当初排除D是因为“, instead of”这种用法没见过，后来找到了几个例句说明这种用法没有问题。

大家对比一下contribute money toward sth. 和contribute money for sth.的区别就知道了。
前者的意思是“contribute money 给（toward） sth.”，而后者的意思是“为了（for） sth. 而contribute money”
题目本意应该用contribute money toward sth.
