我觉得就算B选项后面是is, 也不对。语法上来说是对的，但它没有完全忠实原句的意思。原句里强调一个对比关系，即remain stationary和形成它的风是rapidly的两个状态的对比。它表达的意思是，crests 是不动的，稳定的，虽然form它们的air是moving rapidly. 如果换成B, 这层意思就没有了，剩下的只是， crests是moving air形成的这个信息。个人觉得，每一个选项的改写都要遵从原句的合理逻辑关系和合理重心，即使差别再微小。
