The correct answer is c ,but I think b is better. C only means some occasions,not all of them.but b describes a common condition, so I think b is better,why?

The answer is d, but I think b is also right. B not+weaken, exclude the possibility that the vase was manufactured in Sicily. So b is also correct, right?
