1,题目结论是few women win elections,是因为few women want to run而不是have difficulty winning elections

指出的是Many more women want to,但是cannot get adequate funding,正好是削弱,说明了很多人的确想去run,但是没赞助,所以是有difficult

我觉的答案在说：那些希望管理州和国家办公室的人中女性比男性多并非是因为他们不能获得足够的资金

即，女性比男性多－－－》女性是希望去管理州和公家的办公室的（削弱结论中说：很少有女性喜欢去管理）
