文章的意思无非就是要说：因为是白送的，所以土地价钱再怎么降它也没什么损失。

D说，其实是有损失的，因为学校要靠卖地来为renovation付钱。所以本来是可以多卖点钱的，现在只能贱卖了

哦，我还以为是说，反正他收到了土地，价格降不降无所谓，把E选项看成了，他还要付多的地税。
