Criticism反驳：省出来的钱还不够新landscaping的开销呢，因为只省了不到20美金的水费帐单。

问criticism的weak。  bsis of criticism 就是加强，如果the basis for a rebuttal of criticism,就是减弱。

B是答案：为了b直接削弱了criticism的理由。虽然省出来的钱不多，但是传统的别的开销还是很多，因此变还是省钱了。
