答案A。虽然做对了，但对III有疑问：感觉有必要在government 和Civil Service employees之间“搭桥”才好呀。

我猜想一下.这里政府工作人员和Civil Service employees之间是一个类比的关系.Civil Service employees是使用纳税人的钱的, 政府工作人员就更不用说了. 这在西方是一种常识.
