A的结论推不出来，在M这个城市可以有人年收入大于60000啊，只不过占得比重要小于S城而已

B可以从反面想一下，如果没有人在4000与6000之间的话，要想保证M城40000+的百分比还最高，那只有60000+的百分比最高了。但这与题目所说的相悖，所以。。。
