另有一个疑问，Is it logical that compare a civilization with a city?

a civilization有文明社会，文明国家，还有都市的意思吧

yup, one of the explainations of "civilization" in the Longman DICT is: a place such as a city where you feel comfortable, especially because it is modern.
e.g. After a week in the mountains all I wanted to do was get back to civilization.

I was also wondering whether it is logical to campare the civilization with the city, but it will be no prob if "civilization" means "city" here.

     more rebust 是宾补， 加上 it was 更明确表明比较对象是 economic health 而不是 a rise

此规律太难掌握，唉！难 ...

那么可以不可以概括为，主系表结构的，可以省略代词＋be；实义动词的，不能省略
