我的选择是B，后来我又觉得E有道理。但现在，我按你们两边的思路去体会，我觉得你们说得都有道理。不信你们按照对方的思路去体会一下，确实两种分析都有道理。

我觉得B对， 题目的结论是the aproach is worse rather than better. 削弱应该是反对此结论。 E里面是加强此结论啊。

B海牛的食物适于在静水中生长，船开得快会破坏其生长环境。 支持减慢船速， 结论是反对减慢船速， 所以是削弱啊。

问题要反对 "this approach may in fact make things worse", 也就是开慢船起了反作用，因为 Manatee 听不到船的声音，反而容易撞上 Manatee，那么我们就要证明开慢船能有作用，起码不会起反作用。E 正好说明了，开快开慢一样的，因为 Manatee 分不出来船的声音和背景声音。

在多想一点的话，开慢的话，即使撞上，后果也不会那么严重，对吧。

意思就是说：海牛不会因为降低船速，降低声音而得到保护。E说海牛不能分辨高速与低速发出的声音，也就是说即使降低了船速也不会对海牛有啥影响，从而削弱了结论，因为结论说低速会使情况变糟，而实际是无影响。

个人理解：

原文的逻辑链是：因为海牛听不到船速减慢后的低噪音，因此，船减慢这个办法实际上会使情况更糟（言下之意，可怜的海牛可能听不到船的声音，结果一抬头发现船已经到头顶了，结果小命就丢了）

我们要weaken这个结论，必须紧扣这个直接推理逻辑链。

显然E是紧扣这个推理过程的。而B和这个逻辑链（我是说这个链）没有任何关系，B可能和结论句有关，但和这个逻辑链肯定没有关系，因此排除。

请NN指点！
