即new managers没必要去看之前的决定是否正确或者说是正当。

换句话说，就算之前的经理什么都做的是对的，new managers也没必要去顾及什么。所以New managers are more likely to terminate the project 。新经理最有可能来终止项目。

因为他其实什么都可以不用顾及。

D说的只是老的经理不能客服外部的麻烦，这并不能解释为什么新的就行。

而E直接点出，新的经理有什么样的优势，其不用顾及之前的决定，有马上终止项目的可能。

E：对象明确，解释合理。

新的却不用管是否正确，直接就可以终止？
