文章是反驳critics的观点,没有接受。 Nevertheless, implementing the plan will probably not reduce the money going to Aroca’s schools这点是对 The critics are correct on this point.的反驳。

The critics are correct on this point这句话是起什么作用呢?不是让步作用吗?
我觉得作者是有保留的承认了critics的观点,但是举出了可能的consequence,在这个情况下critics的观点就
not subject to those
     reservations.还有,我觉得E的rewarding应该是rewording

现在看看,之前的理解应该是有误,

作者认为critics是对的,只是有其他的东西能弥补而已。

總覺得A有那麼點味道是對的

Voting for A... "D" is too absolute and totally missing the meaning in lines.
