为什么选a呢？不是应该1990的heavily 降雨大于1910才可以么？

GWD-27-14: surpass修饰quality, 所以需加s, 而“those of”修饰的也是quality，应该是“that of”
GWD-26-5:同样是单复数问题，allow修饰的是design,所以后面要加S。allow that和allow it to 在意思上没有区别，都是“使之能够/可能做某事”。
