我看的也比较蒙，大体的感觉是，既然目前旧汽车还是一个污染源，而且是在目前许多地方尾气检查进行的情况下，那么如果目前的检查尾气的状况不变的话，肯定还是解决不了问题。

增加更多的去掉造成污染的旧汽车的条例，可以减少污染，但C说这类条例并没有增加。

Jurisdiction --- 含义为  ”行政管辖区“。
结合上下文，该题choose“C”

因为如采纳 “ emission-control inspections"的jurisdiction不再增加的话，而已采纳该法的jurisdiction 的效果已满，那就weaken了原文的conclusion。

而如果有关要求汽车进行排放检测的判例数目不再增加（C），那么污染将“逐步减弱”的结论就不能成立。所以C对。


E讲的是笼统意义上的车辆，与题目中说的older automobile是两个概念

C中的确提到"逐步减弱", 但还有个"IN NEXT DECADE", 以现在的JURIDICATION淘汰旧汽车, 在这个时间范围内就不能"逐渐减弱"?


而E中的削弱恰恰是针对原文的论证的.
