A的错误应该在于，题干本来就说了percentage没有变嘛，A只是把题干的东西重新叙述了一遍，并没有support啊~！应该是这样啊~！

看了所有的帖子，还是觉得这个又道理，关键是property tax 和revenue的关系，事实上revenue并不是market value

这道题考阅读哪、、、、？我读了一个小时了~~~问自己这句话The percentage of assessed value that was paid as property taxes to the city, however, did not change from year to year during this period.中那个that修饰啥？后来觉得，就当就近修饰吧~~囧。。。修饰assessed value，说服自己的理由是，property taxes与assessed value对应，值与值，百分比与百分比对应。然后，我就想啊，既然assessed value的percentage不变，那不就等于说property taxes的百分比不变的嘛~~

遂，根据阅读题目，我得出下面的推理过程：
估价* x%=税。
估价↓--》税↓。
估价的比例未变—》税的比例未变。
Tax%= tax / 收入?
∴收入下降

本题是原文--》选项题哈. 其他四个选项都推不出。

不知有没有道理。。。。反正我这一小时都在纠结中度过。。。

这篇argument的意思其实很简单
A这座城市的revenue有一部分是来自于征收property tax。
argument: market value declined 反映 assessed value也decline（on which property tax base, 即property tax算术式有它），同时the percentage of assessed value that was paid as property taxes 不变。得到公式
property tax= the percentage of assessed value * assessed value
                                  不变                                         降低
所以，property tax降低，A城市征收的变少了，它的revenue也少了。
