Even though in some localities in the United States the rate is higher than in many developing countries. In the United States, overall the rate has been steadily declining. This declines does not necessarily indicate, however, that babies in the United States are now, on the average, healthier at birth than they were in the past.

请教:c选项的意思好像是通过新的技术使premature and low-birth-weight的死亡率降低,从而整个婴儿死亡率降低(premature and low-birth-weight虽然生存下来,但是是不健康的),可题干中已经明确了mortality rate is an accepted indicator of that society’s general health status,请nn们指教!

死亡率是general health的一个标志。死亡率高,不健康;死亡率低,就健康。

C说,有些孩子要救,以使其死亡率降低,说明美国的孩子不救死亡率上升,救不健康

the key conclusion in the article is :"This declines does not necessarily indicate, however, that babies in the United States are now, on the average, healthier at birth than they were in the past. "

but there is no evidence in the article supporting this point.  So the answer is any explanation showing that the decline in mortality is not because the new born babies are healthier than before will be the right one.

胎龄在37足周以前出生的活产婴儿称为早产儿或未成熟儿(premature infant),其出生体重大部分在2500g以下,头围在33cm以下。 ... 亦把出生体重2,500g以下的统称为低体重儿(low birth weight infant).

是不是在说,救得活的孩子其实并不健康,所以即使现在整体的死亡下降,也不能说现在的婴儿比以前健康?

意思就是现在有更先进的技术去保住早产的和低体重的婴儿,而他们大部分都需要继续住院观察
