C为什么不对？因为方案2需要居民自己放垃圾进自己的垃圾厢，所以很容易发现谁分类错了。这应该也是他们不喜欢这个方案的原因啊

1，答案是C，题目说的是10年来太阳能尽管越来越便宜，但还是比燃油的火力发电站的成本高，而且这个高出的数据用燃油的价格来表述是一直没有变的。A也可以说明一定的问题，但它说的是石油的成本下降，这不明确，因为一项成本的下降可能是减少原材料的购买造成的，这不能提高生产率，降低单位成本，不如C说明技术提高，生产率提高，单位成本下降来得更有力。我有一个想法，如果改成石油的单价下降，是不是会是一个答案呢？

2，题目的意思是要找到只针对某一个计划的意见，换言，要找到两个计划的不同，两个计划有什么不同呢？只有时间不同，答案出来了，E。C的意思是分类，但两个计划都需要分类，所以看不出 favour哪个。
