The major consideration is to get into a program which suits you well -- matches your academic interests and matches your application competitveness. The factor of location (weather, metropolitan, etc) is relatively minor.

Syracuse is not among the tops but it is not on the bottom either.

FYI, Syracuse is one of the few schools that have a specialized doctoral program in entrepreneurship.
