本来也选了D，不过现在觉得还是C好。
原文的argument是说没计划的比有计划的公司做的还好，所以正式计划不起什么作用formal plans did not help……
如果D的话，说没有正式计划的人其实也用了相同的时间去调研准备，这样的话那formal plan就真的没什么意义了，就是形式主义了。所以D不能削弱。
而C说明没计划的公司是靠关系才成功的，就不能证明计划没用，所以能起到削弱作用。

我也觉得C好，文中结论时说这个formal plan没用，weaken这个结论的话，就应该是找理由证明这个formal plan有用，可是这里没有正面直接证明有用的选项，所以只能退而求其次证明说这个结论无效~C选项说那些没用formal plan的公司从别的公司那里获取了大量的投资资金~也就是说名一些公司用formal plan的方法~一些公司用招商引资的方法~两个公司没有可比性~不能评判formal plan 到底有没有用~
这个是我的理解~~~~

个人观点：正确的选项不仅方向要一样，而且要与结论中的特殊性有联系
结论中focus的问题是用FP的人筹资的时间反而少（其中人和时间是特殊性），所以推出FP没用（效用也是特殊性），D选项focus的是筹资快的公司和筹资慢的公司做的FP是否一样，与结论无关，而C选项在方向上是削弱，而且正好focus了结论中出现的特殊性即survey的人群不一样，所以是正确答案~~~
