In the mid-1920s the Hawthorne Works of the Western Electric Company was the scene of an intensive series of experiments investigating the effects that changes in working conditions would have on workers’ performance.
X to investigate what the effect changes in working conditions would have on workers’ performance
n workers' performance可能修饰effects,也可能修饰changes,句子甚至可以看成(changes in working conditions)的effect on performance.
正确的逻辑意思应该是: 现象是changes would have some effects on workers' performance(changes have effects on performance), 调查的对象是effects.

The first pulsar, or rapidly spinning collapsed star, to be sighted was observed in the summer of 1967 by graduate student Jocelyn Bell, but the discovery was not announced until February, 1968.
X The first sighted pulsar, or rapidly spinning collapsed star, was not announced until February, 1968, while it was observed in the summer of 1967 by graduate student Jocelyn Bell.
真的吗?to be sighted对吗?
