为什么B不对啊？题目里有cost-effective，当然评价用新技术增加的成本和另一个成本的减少比较咯。

问B和E，感觉两者的基本意思差不多，均是由于new technology直接导致cost下降
问NN为什么不能B或者E？？？

B is useless since it compares new technology vs. new technology. So is E.

Neither compares the new technology vs. the old technology.
