题目说96年的捕获量，比1992年前的合法捕获量少了9000吨。结论是9000吨全部给非法捕获了。

意思是96年应该要捕获超出9000吨的龙虾，现在没有不足，全部给非法补去了。

可见，本来预计的annual 龙虾捕获量应该不低于9000吨。annual legal lobster harvest 应该是每年合法的龙虾捕获量，这个指标在1996年的时候没有达到。
