The new plan will have three steps, step 1) train reach the channel 2)load up the freight car on the barges 3) transport the freight cars to Burland Island.

We know that step 1 and 3 are very quick, but if step 2 is time consuming, then it will be later than by truck itself. That's why we need the condition from choice C to fill the gap, and make step 2 a possibility.

Hence, C is the correct answer.
