21.   The town of Greenfield recently instituted a substantial supplementary tax on all households, whereby each household is taxed in proportion to the volume of the trash that it puts out for trash collectors to pick up, as measured by the number of standard-sized garbage bags put out. 25.   Unless negotiations begin soon, the cease-fire will be violated by one of the two sides to the dispute. I don't understand what you mean by saying the above.

For question 21, the answer is D because it is talking about the financial incentive.

For question 25, the answer is A because it is talking about what must be true:  the negotiation is necessary for the cease-fire to happen, but it is not sufficient to guarantee it happen.

still don't understand your question here.

B is not right because
            dumping nonrecyclable trash illegally at parks and roadsides can lead to heavy fine from the government. Hence, finanical incentive is also considered here.

是不是finanical incentive不会让人们选择deliver recyclable materials to the recycling center 而不选择passing them on to neighbors。
若D选项改为（D） deliver recyclable materials to the recycling center ，这应该是finanical incentive的结果吧。因为把recyclable materials 放在家门口是要收费的，而送到recycling center 则不收费。

your understanding above is correct.

As for the the original choice D, (D) deliver recyclable materials to the recycling center instead of passing them on to neighbors who want to reuse them

It doesn't make any difference in terms of financial consideration b/c either way you don't have to pay for the handling of the recyclable materials. So no financial incentive is involved here.
