对的,他们表示他们即将享受到马路再也不堵了,大家都觉得马路不会再堵了,也就没人坐rail了,真恶心这道题

我的理解(一点小差别):

那些人表示,他们之所以要支持该工程是因为他们指望有了railway别人都去坐railway 了highway就不congested了所以他们自己还坐highway所以即使建成他们也不会去坐railway当然highway就继续congested啦
