D is not right because the number of days was fewer with moderate rainfall in 1990.  Even if the number of days was only one day less, with the range of 1 - 2 inches, it is impossible for the total number of inches of rain that fell on days with moderate rainfall in 1990 to be more than twice what it had been in 1910. Hence, D is impossible. 

 You can pick any number of days and do the calculation youself.

ok,这题的确有点tricky，问题问的是possible，亦就是要排除must be wrong的选项。

B．题目已经说了fewer days啦，所以same一定不对，排除。

C．同上，higher一定不对，排除。

D．注意题目说的moderate是在1寸和2寸之间，所以无论如何在number of days fewer的情况下number fo inches不可能是1910的两倍的，排除。

E．题目已经说了总量1990年比1910年大了，不可以平均值反而小了，排除。

而A，因为只要大于2寸就是heavy啦，那么即使下雨的天数很小，但是每次降水量很大，仍然可以达到题目所讲的结论，所以为答案。
