I thought that people who prefer C might have done some extra assumption The premise is "consumers planning to buy recreational equipment" So we must do the reasoning on the basis of that premise. C is out of scope because the word "visitor facilitie" is too vague Someone has claimed that C means you do not have to buy euipment because the National Park will offer... That is the extra conclusion. Because the visitor facilities do not have any direct link with company's sale Any extra assumption here is needless. In other words, if the visitor facilities are improved, maybe will stimulate more people to buy the euipment So C weaken rather than support the conclusion. The answer should be B Don't think too much, this question is not hard. My personal opinion...open to discuss...
